When and how did Christmas become an official government holiday?

There are several arguments regarding the declaration of Christmas as official holiday. But it was according to many researchers that it was in the year 1870 when President Ulysses S. Grant made the declaration. Prior to the declaration, a formal process was conducted first that transformed the proposal into an act.
